Most likely this is localized bacterial conjunctivitis with episcleritis. Try to use tobramycin eye drops or chloramphenicol eye drops every 3-4 hours with preservative free lubricant eye drops also in the same frequency. Use corticosteroid eye drops such as pred forte eye drops once daily. 

In case you don't find any improvement after 2 days from starting this medications or her condition get worse, you should visit your eye doctor.
