Did you perform any surgery for the eyes?

Replaced lenses.

Do you suffer from pre-existing illnesses in the eye?
No
Do you suffer from any diseases in the body?

Diabetes 

Do you use any eye drops?

Many kinds, they don't seem to work. 

Do you wear Contact lenses or Eyeglasses?

Glasses, all the time.

Hi,

I'm the child, I am writing on behalf of my father. His eyes cry all the time specially on windy days.

In the morning he has to clean his eyes from discharge. He tried a lot of doctors in his country nothing seems to work.

What kind of eye drops would you recommend?

I think you have to follow up with an eye doctor and ask him if your father has either dry eyes or nasolacrimal duct obstruction or both. These diseases causes excessive tearing and lacrimation but the treatment are different

Dry eyes can be treated with lubricant eye drops such as systane eye drops while nasolacrimal duct obstruction requires surgical treatment.
